Considering that it says "Coming July 30th on 4KHUD!" and not "Coming July 30th on 4KHUD and Blu-ray!", as well as "Triple-Layered UHD100 Disc", I would assume there's no standard BD included.
Including the Ted Healy shorts would require them to license those shorts from Warner, so not likely. Just as it would be unlikely for them to license the feature films Soup to Nuts and Snow White and the Stooges from Fox (Disney) and Meet the Baron and Dancing Lady from Warner.
