The FOX set doesn't look that bad, judging from screenshots that I've seen from various reviews over the years for that disaster. Those shots he's comparing to look like they're sourced from a home-made DVD set of off-air recordings of the syndicated versions.

In their defense, it was news around here as well and doesn't seem to be really understood. It's not like when they release a season set and three or four episodes run significantly shorter than the rest and they didn't blink an eye, maintaining teasers in the obviously wrong position that...

It makes no sense that they'd dub modifications made years later onto the original master tapes. If something crept in from what you said that MTM did in the 90's, they either made a deliberate decision to use that source for that particular episode or perhaps that's all they had available.
