I remember seeing a large batch of these Paramount/CBS complete series sets being dumped at Costco almost a decade ago or so. Stuff like JAG, MacGyver, Wild Wild West, etc ...
At the time, I picked up the Wild Wild West set which had that funny slotted "accordian" packaging inside a box.

The ER complete series set was re-released last year, likely with different more compact packaging. Dunno about the price.
The older version from 5+ years ago, I remember seeing at Costco for less than $100 at the time. (Likely a liquidation of older excess inventory).
IIRC, there was an ER complete series set released more than 5 years ago, where it appears the double-sided flipper discs sets were replaced with the 7 single-sided discs re-released versions.
The first two seasons were originally released as four double-sided flipper discs sets in 2003/2004.
From visual inspection, those discs don't look like they were manufactured by Technicolor (Mexico) nor Bertelsmann (Germany). Paramount/CBS/Viacom had their dvd discs manufactured at Technicolor for more than a decade, and more recently at Bertelsmann.
The packaging looks like a very good forgery.
At this point, I don't expect the Peacock telefilms to ever be released on dvd. Even if the Psych producer gets his way and produces 5 or more telefilms, which will likely be long term exclusives for nbcuniversal's Peacock streaming service...

My copy had something like 8 discs (iirc). There was another version which had a total of something like 12 or 13 discs. (Both versions were released by vei in america).
The episodes look like 1970s era stuff from england, with the actors/actresses speaking in "american" sounding accents.
I had high hopes for this show, back in the earlier seasons in its first run. I even picked up the season 1 bluray, back when it was first released.
Without any spoilers, it turned really really weird in season 3. So I didn't even bother buying the subsequent seasons on bluray at the time...
