So I just got a new tv (a TCL 49s405) and unlike my old one it supports 24p video. However I'm surprised to see how blurry and smeary it is. Now its not the "soap opera effect" as this tv does not have motion interpolation built in so is it normal?

That shouldn't happen. There is a lot of lying regarding refresh rates on TVs, so I looked at the specs for your model. They use both the terms "Effective Refresh Rate" and "Clear Motion Index" which appear to be metaphors for "a load of garbage". Look at THIS ARTICLE, among others. Bottom line, the TV is NOT actually 120Hz and is not compatible with 24P. So, turn it off. It's clearly actually degrading the image to make it work with a 24P output.
