Originally the TVA was to keep everything on the one "true" timeline and eliminate variants. In the end the TVA turned to serve Sylvie's purpose - keeping all the various timelines stable and protecting them.
Kang was pretty much just a lurking menace for future projects and was the same as at the end of S1. The key for S2 was the culmination of growth of Loki's character and the changing purpose of the TVA.
And in the finale we see what he does with that ability. At one point in the episode I thought they were going to go in
I am not entirely sure how I feel about how it ended, but I think it does make sense. It also leads into all the upcoming Kang stuff.
In retrospect this 5th episode is what could be expected - an episode that lays the groundwork to undo the cliffhanger , which somehow they will do in the season finale. They do things an interesting way and I'm looking to see what happens in the finale.
It doesn't give much information, but just a tease about what they are trying to do.
