I think if every recipient got to speak it could add up to an extra half hour. As you said, many won't get a second chance so they want to make it count. I was somewhat appalled how the first (and only speaker) so often made sure he/she took all the time allowed.

I am still mystified why La La Land is so critically acclaimed. A musical in which no one can sing, in which the music is mediocre, the acting is meh. I tell myself "to each his own", but this is one of the biggest "I don't get it" movies in my life.
