It's a fairly recent release, and I think it's only available for Windows 11 so far (I haven't verified this). There is supposed to be an additional app called Apple Devices for synching your local files to Apple devices. Here is an article about the new apps.

I use iTunes for Windows to organize my music, but Apple is phasing out the app. Just this morning, I starting looking at alternatives. Media Monkey gets lots of recommendations. I may give it a try.
