No, they aren't, and a few years ago, I wrote them about these misframed films since they pride themselves on presenting films natively. I was told they are at the mercy of the distributor that sends them masters, and they show what they are sent.
Matt is right, TCM strives to show films uncut and in OAR but they don't always get the option to do so.
For example, I keep hoping they get Ride the Wild Surf in OAR, but it hasn't happened so far.
"The Way We Were" is another film TCM shows in the wrong aspect ratio. TCM and others such as HDNET show the film at 1:85 instead of 2:35. You can see it at 2:35 on the DVD or OOP Blu Ray or imported Blu Ray.
Not sure why Sony only makes 1:85 version available for broadcast.
