William Castle Collection- Volume 2 One title is Region B (1 Viewer)

I just received the William Castle Volume 2 from Powerhouse/ Indicator.
Until now all Columbia films have been region free. In Volume 2, 3 out of 4 are Region free except STRAITJACKET ( a much better looking blu ray)

which is region B only. I wonder why?

I'm sure it's because of Shout's region A release of STRAIT JACKET. For some reason, Mill Creek releases don't warrant region locked Columbia titles (see Indicator's AGE OF CONSENT and BERSERK!)....but I guess Shout is a different story.

Perhaps the labels have to pay extra for region-exclusive rights, and Shout is willing to pay the extra but Mill Creek is not?

But I agree, the Region B lock on Strait-Jacket is likely somehow due to the recent Region A release.
