Is there a universal way to send and receive money between IOS and non-IOS users? Apple Pay is restricted, I think, only to IOS users.

Yeah, PayPal is still pretty useful for that.

Checks, cash. If you want to electronically pay someone who has no way to receive it, what can you do? I think PayPal claims you can, but it's just a way for them to get another account registered.

What I mean was, how to pay someone who has a smart phone and it’s not IOS. I guess there isn’t a way.

PayPal or another app for transferring funds, like Venmo.

Chase has a "QuickPay with Zelle". Other banks may have something similar.

Google has a pay thing
Facebook has one.
For google I think all you need is a gmail account.
