I have a bunch of photos I'd like to share with someone. Can I put them in a folder and share only that folder with the other party? And do they have to have an IOS device to access the photos?

You can absolutely do that on Dropbox. Not sure about iCloud
iCloud photo sharing is definitely a thing, but I think it requires iOS. Create a new shared album and invite people to it. I use this with friends to share photos from social gatherings. And my wife and I have shared albums from vacations.
