The penultimate episode of Enterprise literally shows the founding of the Federation. The series built up to it over four years.

Also, production starts late this year for release next year? Is this a TV movie? (I know it’s not.) Star Trek: Rushed!

Didn't they already cover similar ground in the ST: Enterprise TV series with Scott Bakula? Wasn't that the first years of humans' interstellar travel capabilities?
Except for the finale, "Enterprise" took place between 2151 and 2155, roughly a century before the 2009 Star Trek film. If this is set "decades earlier", it is probably set between "Enterprise" and the Narada's attack on the USS Kelvin in 2233. Which would also mean that it is canon in both the Kelvin timeline and the Prime continuity, since the events will take place before the point of divergence.

The Earth-Romulan War would be the most obvious candidate for a story set in this period.
